Program Manager, Transportation Planning Data Modelling

Status: Regular Full Time

Salary Range: $110,870 to $138,589 per annum (plus comprehensive benefits and vacation accrual)

Work mode: Hybrid* 1 day per week onsite (Wednesdays)

Location: 10 Peel Centre Drive, Brampton, ON

Hours of work: 35 Hours per week

Reports to: Manager, Transportation System Planning

 

Team Structure: In this role you will lead a team of 2 Principal Planners and 2 Intermediate Planners as well as a co-op student.

 

 

What you will do in this role: The Program Manager will supervise a team of technical and engineering professionals in updating and maintaining the Regional Travel Demand Forecasting model and undertaking various data collection exercises.

Conduct day to day administration and supervision on the work of the Transportation Data and Modelling section to ensure appropriate assignment of work.
Review and prepare expert opinions on interpreting transportation policy with respect to Local Official Plans, Local Official Secondary Plans, and the policies of provincial legislation and the Official Plans of adjoining municipalities as to their impact on Regional Official Plan transportation policies and direction.
Prepare reports and make recommendations to Council as well as giving presentations to or responding to questions from members of Council.
Respond to inquiries from area municipalities and other public agencies, developers, consultants, lawyers and the general public to give advice on the transportation demand forecasts and travel data planning process and approvals.
Coordinate and facilitate meetings with staff from area municipalities, the Province and other agencies, developers, stakeholders and consultants to represent Regional interests and mediate settlement of issues relating to transportation.
Attend public meetings representing Regional interests.
Represent and defend the Region’s transportation planning policies and interests at the Ontario Land Tribunal and other tribunals.
Coordinate projects, programs or events which require collaborating with or obtaining consensus with a variety of internal resources.
Persuade or influence others in order to meet project, program or event objectives.
Influence and negotiate internal/external stakeholders to promote or defend major Departmental project or program objectives.
Influence program, project or service priorities and the amount of resources dedicated to achieve the Department’s and section’s overall objectives.
Work in collaboration with engineers, planners and other professionals from other Regional departments, area municipalities within and outside the Peel Region and other agencies

What the role requires:

A Master’s degree or a four year honors university degree in engineering or urban planning plus expert knowledge and further specialization within the transportation planning field is required
3 years supervisory/management experience
7 years’ experience in a responsible planning position with experience in Transportation data modelling.
Ability to act as expert witness at the Ontario Land Tribunal and other tribunals. Good understanding and knowledge of Provincial, GTHA, Regional, and local transportation issues.
Expert knowledge and specialization in Transportation Planning, Transportation modeling, traffic impact analysis, travel demand forecasting, Transportation policy development and analysis, Transportation systems evaluation, Transportation Demand Management and long range transportation network assessment.
Membership or eligibility for membership in Professional Engineers Ontario or OPPI/CIP is required.
Combination of education and experience may be considered
Skills/Abilities:

Excellent verbal and written communication skills to prepare required reports, conduct training and deliver presentations/discussions and liaise with a variety of individuals at various levels and to represent the Region at stakeholder meetings.
Strong public relations skills to liaise with a variety of individuals, coordinate work, and provide leadership in project assignments to consultants, contractors, and key stakeholders.
Ability to work in a multidisciplinary team setting
Highly developed project management and supervisory skills are required.
Well-developed communications, analytical, problem solving and computer skills are required.

Work Mode & Job Location: In this role, you’ll enjoy the flexibility of a hybrid work arrangement. This means you’ll have the ability to work off-site and on-site as needed, depending on operational needs at the 10 Peel Centre Drive, Brampton, ON worksite. The frequency of on-site work may vary from week to week, depending on operational demands, which can evolve over time.

 

It’s important to note that your off-site work location must be within the province of Ontario. This ensures that we’re compliant with all regulations and policies.
