Manager, Water and Wastewater, Engineering Operations Liaison

Public Works – Water and Wastewater

Status: Regular Full Time

Salary Range: $125,186 to $156,484 per annum (plus comprehensive benefits, where applicable)

Location: 10 Peel Centre Drive, Brampton ON

Hours of work: 35 Hours per week

 

 

Who we are: In support of the Water and Wastewater Division achieving its vision of Clean Water for Life, this position will participate in the development of the division and lead the implementation of key strategic priorities as well as oversee daily operations of the water and wastewater plants, water distribution and wastewater collection systems and protection of the infrastructure and environment through the administration and enforcement of various bylaws while aligning emerging business needs with long term strategic resource needs.

 

The position is responsible for leading one of the 5 Operations teams within the Water and Wastewater Operations Division.

 

In this role you will Manage a team including Program Managers, Supervisors as well as Project Managers.

 

What you will do in this role:

 

Manage and lead the following sections within Water and Wastewater: Engineering Operations Liaison
Works with internal and external stakeholders to ensure an appropriate level of influence on the development of Government regulations both upward to the Provincial and Federal governments and to local municipal governments.
Represent Water/Wastewater Operations on Engineering reviews and/or applicable capital projects to ensure operational needs are met
Develop and implement Standard Operating Procedures (SOP’s) for applicable new capital infrastructure on an as needed basis
Develop new and applicable training programs ensuring training and knowledge of more complex and deeper infrastructure of Peel’s system
Ensure resources for more complex infrastructure system are available for staff such as construction and safety equipment
Develop and implement vendor support network as applicable for new infrastructure
Coordinate all applicable commissioning and assumption programs for new infrastructure ensuring process narratives are written and integrate with existing operating procedures.
Implement asset and maintenance management programs
Develop a hands on training centre for staff with large mains, valves, backflows etc. and lead specialized training for operations staff on large diameter mains
Leads staff through existing and new documented processes while seeking continuous improvements in an ever-changing industry.
Seeks out and addresses opportunities for Peel to be a leader within the industry while acting in a sound business environment.
What the role requires:

Relevant University degree
5 years people-leader experience leading the delivery of water and wastewater at a utility or a related field.
Ministry of the Environment, Conservation and Parks (MECP) Water and Wastewater Operator Certification is desirable.
Minimum of Ten (10) years of progressive experience and extensive technical knowledge in the operation and maintenance of municipal drinking water distribution systems, drinking water treatment technology, wastewater collection and wastewater treatment.
Minimum of five (5) years progressive experience managing operating and/or capital budgets, applying a wide range of analytical techniques, change management, business planning
Thorough knowledge of operational processes of wastewater and/or water treatment systems.
Thorough knowledge of applicable legislation, regulations, and standards to ensure adherence and working knowledge of relevant environmental legislation.
Writing and approving council reports to ensure they are understandable to the intended audience and they meet the goals and objectives of the Region. Supporting the utility in Regional Council presentations and discussions at both the Region and local municipal level, where applicable.
Knowledge of Computerized Maintenance Management and Enterprise Resource Planning software programs
Combination of education and experience may be considered

Proven exceptional leadership and decision-making abilities combined with strong public relations skills to build partnerships and collaborative relationships internal and external client
Excellent public relation skills and political acumen to liaise with a variety of individuals including Regional Council, contractors, residents, and various external stakeholders.
Political awareness, advocacy, tact and diplomacy skills
Strong strategic negotiation and conflict resolution skills, with the ability to influence others to achieve outcomes
Ability to communicate and establish relations with all staff levels, with elected officials, unions, and the public

Highly developed critical and strategic thinking, problem solving and judgement skills

Work Mode & Job Location: In this role, you’ll enjoy the flexibility of a hybrid work arrangement. This means you’ll have the ability to work off-site and on-site as needed, depending on operational needs at the 10 Peel Centre Drive, Brampton ON worksite. The frequency of on-site work may vary from week to week, depending on operational demands, which can evolve over time.

 

It’s important to note that your off-site work location must be within the province of Ontario. This ensures that we’re compliant with all regulations and policies.
