SUMMARY

The Vice President, Finance (VP Finance) is a member of the Executive Management Team and as such, is responsible along with his/her peers, for overall executive leadership of the Credit Union.

The VP Finance provides overall management of the finance, accounting and technology operations at Lake View Credit Union (Lake View) and by contributing to the development and achievement of a risk framework. The VP Finance and their team will be accountable to achieve superior internal service objectives, optimal accuracy and timeliness of reporting and standards of productivity. The VP Finance provides on-going coaching and development of employees while ensuring a high level of employee capability through disciplined financial management practices.

The VP Finance is responsible to recommend to the Board of Directors finance-related policies in consultation with other members of the Executive Management Team, oversees Lake View’s adherence to those policies and ensures that the credit union functions in a well-managed environment that carefully balances the needs of the membership, the economic environment, and the credit union’s ongoing sustainability needs.

As a member of the Executive Management Team, the VP Finance is accountable to develop and support strategies to achieve the Lake View’s long-term goals and objectives.

This role requires a deep and thorough understanding of Lake View’s various lines of business, strategies and the economic environment in which the credit union operates.

KEY RESPONSIBILITIES

1. Executive Leadership

The VP Finance participates fully as a member of Lake View’s Executive Management Team and is accountable for effective leadership of this function, supporting and developing employees and to sustain the organization’s positive profile in the community. The VP Finance is accountable for the monthly production of financial statements, the quarterly production of financial trends reporting, annual plans detailing financial development along with multi-year plans to better position the credit union from a financial management perspective. The VP Finance will:

    Portray a leadership role within the organization and community.
    Support the organization in meeting its sales and service goals.
    As a member of the credit union management team, participate in the development of:
        Operational and strategic planning;
        Board and committee reporting;
        Annual General Meeting and business development;
        Credit Union sales targets and marketing plans.
    Responsible for oversight of information technology strategies and service.
    Supervise and monitor the activities of assigned staff and ensure staff resources are appropriately scheduled and organized.
    Develop each employee to their highest potential by identifying their areas for improvement and appropriately coaching, training, or correcting the employees’ performance.
    Develop performance standards and actively manage performance.
    Provide an environment for continuous learning for employee development.
    Acts as liaison between compliance officers and branch management team to ensure PCMLTFA obligations are met through internal policy and procedures currently available.

2. Finance Leadership

The VP Finance provides overall direction, control and planning for the finance, accounting, tax, audit, budget and treasury and investment functions. The VP Finance participates in the development of corporate strategies and policies; identify short term and long term objectives and contributes to the design and development of policies and programs to maximize Lake View’s financial opportunities.

Appraise and report on the credit union’s financial position and issue periodic financial and operating reports to the executive management and board of directors.  The VP Finance will:

    Plan and implement an overall financial business strategy.
     Provide management leadership to the Credit Union’s treasury functions ensuring that the opportunities of the balance sheet are leveraged where possible.
    Set and administer the rate structure and make recommendations on pricing decisions in conjunction with executive management.
    Provide ongoing management for the financial margin; provide alternatives and provide recommendations to enhance margin yield. Coordinates reporting and chairs Asset Liability Management Committee.
    Ensure the timely and accurate reporting of the Credit Union’s financial affairs to internal and external audiences.
    Communicate to the appropriate level of management any comments or recommendations relating to sound business practice, financial compliance issues, risks or other issues of effectiveness or efficiency.
    Support the CEO, as requested, with enterprise risk management and business continuity planning. As requested by the CEO, provide guidance and input in matters concerning the interpretation and application of policies, standards, best practices and business continuity plans
    As requested by the CEO, contribute expertise in the alignment of recovery strategies with business impact assessment results.

3. Controller

The VP Finance provides oversight of annual operational and capital budgets for the credit union, oversees accounting functions and provides reporting to management, the Board of Directors and regulatory bodies as required. The VP Finance will:

    Oversee the Credit Union’s internal audit function, directly accountable to the Board of Directors.
    Coordinate the Credit Union’s external audit and regulatory accountabilities.
    Prepare annual capital and operating budgets for review, coordinate budget production and ensure appropriate departmental budget reporting.
    Analyze economic, business and financial conditions and their impact on the credit union’s operations; make recommendations as appropriate to enhance performance or to mitigate losses.
    Monitor and manage overall credit union accounts payable and general ledger accounts and system and policy improvements as required.

REQUIRED KNOWLEDGE SKILL AND ABILITIES

    Proven ability to plan financial management goals and objectives.

    Proven ability to manage risk.

    Proven ability to provide accurate reporting of the Credit Union’s status with internal and external stakeholders.

    Proficient in continuous improvement processes for policies and procedures to achieve the highest service levels.

    Provide members with a broad suite of competitive products and services.

    Proven ability to coach a diverse team.

    Thorough understanding of and the proven ability to, perform well in a detail oriented, financial management-focused environment.

    Extensive knowledge of financial products and services.

    Proficient with various computer applications including accounting, profitability assessment and scenario planning software.

EDUCATION AND EXPERIENCE

    Will possess a CPA designation.

    Minimum 3-6 years comparable experience in a financial services institution, including demonstrated team or department leadership capability.

COMPETENCIES

    Excellent verbal and written communication skills, including an ability to facilitate and train management regarding operational risk.

    Effective and transparent decision-making, planning and organizing abilities, and problem solving skills.

    Solid understanding of banking, including mortgage lending disciplines and other asset categories, liability product disciplines and enterprise risk management from an operational risk perspective.

    Knowledge of regulatory guidelines and industry best practices for financial Institutions.

    Ability to work effectively in a team environment and leverage resources from the Organization
