Department: Research, Advocacy & Health Promotion
This role will provide leadership and direction, in consultation with the Public Affairs and Government Relations (GR) teams across the country, on all Foundation wide campaigns ensuring seamless connections with federal and provincial activities. This role will leverage the knowledge and expertise of individuals on the team to support and drive Foundation wide campaigns while adapting to the needs at the local level.
This role will also lead initiatives to enhance public affairs capacity across the Foundation. This includes designing and implementing best practice operating models, building capabilities, and increasing efficiency and communication amongst the team. The role will require strong relationships with senior Public Affairs and GR leaders to ensure Heart & Stroke maximizes its impact on health issues at federal, provincial and municipal level.
Leadership and Management of Foundation wide Campaigns
Work with Public Affairs team to monitor and analyze government policy, legislative and regulatory activity to identify issues and opportunities that could impact or benefit the Foundation
Provide advice and recommendations to the Foundation’s GR Strategy Team and Working Group on H&S campaigns and opportunities
Provide strategic leadership and project management in the development, implementation and evaluation of H&S advocacy campaigns
Design and implement standard performance indicators, ensuring that departments and provincial offices understand and use these indicators for managing and evaluating their engagement in campaigns
Support the development and execution of lobby days, on Parliament Hill and provincial legislatures as required
Collaborate with and provide strategic support to partner organizations on issues of common interest (e.g.; other health charities)
Building Public Affairs Capacity
Work with Health Policy & Advocacy and Knowledge Exchange teams to stay informed on the latest research relating to key files (e.g. nutrition, Indigenous health, tobacco, and active transportation)
Provide support, as needed, to provinces on planning and executing advocacy campaigns
Drive alignment within the team including analyze and where necessary perform a needs assessment to understand operational issues
Develop systems to share best practices across the organization and to develop the teams existing skills and knowledge
Work with the Public Affairs teams across the country to guide the development of high-caliber resources (e.g. presentations, reference documents, letters in support, etc.)
Review and implement regular communication channels to ensure teams are informed and focused on priority files
Identify continuous improvement opportunities to support high performance amongst all PA and GR roles
Human Resource Management:
Lead the development of a highly effective team, ensuring high standards of delivery, competence and values are maintained and that staff is well supported in fulfilling their accountabilities, developing their skills and achieving their career potential. Specifically:
Providing clear direction on business goals and priorities; ensure optimal deployment of resources to achieve business goals
Establish team performance plan; build a strong team and develop effective lateral relationships cross functionally
Establish performance plan and objectives and review on an ongoing basis; provide coaching and feedback to direct reports
As required, recruit skilled talent in support of current and future needs.
Familiarize and comply with Heart & Stroke policies.
Provide coaching and development to team members and implement initiatives that effectively inspires loyalty and philanthropy amongst our supporters.
Demonstrate the values through behaviours.
Ensure accurate administration of employee related information: absence records, vacation, title, etc.

Health Policy & Advocacy
All Public Affairs and GR teams in the provinces
Marketing and Communications
A university degree, preferably a graduate degree, in political science or related discipline with a strong understanding of government relations and health/public policy.
A minimum of 7 years work experience within the NGO sector, as an assistant to a parliamentarian, or as a government relations specialist
3-5 years people management experience
Strong understanding of the latest strategies and best practices related advocacy campaigns and government relations, including:
Digital and social media
Marketing (e.g. creative and media buys)
Knowledge or experience working with volunteers
Proficiency in both official languages.
Leadership skills and the ability to influence others by articulating sound, rational arguments.
Excellent project management skills and a proven ability to work collaboratively with diverse staff, volunteers and external partners, committing to mutual respect, problem solving, conflict resolution and goal orientation.
Excellent presentation, verbal and written communication skills including comfort working with the media and that can be adapted to various client groups (e.g. volunteers, senior leaders, peers across the country, and external stakeholders)
Solid negotiation and problem solving skills
Capacity to build support through influence without direct authority
Proven ability to manage multiple priorities and projects with little structure
Strong networking skills
